It depends. Illinois has partially open primaries. Some states have partially open primary systems that permit certain voters to participate while excluding others. Independent voters can participate in most of these partially open primary systems.
Ill. Rev. Stat. ch. 10, § 5/7–44
In Illinois, a voter must publicly state his or her affiliation at the polling place to vote in a party's primary. In other words, to vote in a Democrat or Republican primary, you have to check a box that classifies you as either a D or R, which then registers you as that affiliation.
Illinois is an easy state to vote in. It offers in-person, online, and by-mail voter registration. Illinois also maintains an automatic voter registration system. For independents, Illinois holds a semi-open primary. Functionally, though, it currently behaves as an open primary with anyone able to choose whichever ballot they wish. Illinois offers election-day voter registration. However, before election day, registration closes 16 days in advance. Additionally, Illinois offers early voting for temporary sites beginning 40 days before the election and for permanent sites starting 15 days before the election. Early voting ends the day before an election. Finally, Illinois offers no-excuse absentee by-mail voting.

Some states make registration seamless with same-day options, while others require voters to plan weeks or even months ahead.
