Yes. Indiana has partially open primaries. Some states have partially open primary systems that permit certain voters to participate while excluding others. Independent voters can participate in most of these partially open primary systems.
The primaries in Indiana are functionally open. The code states that to participate in a party's primary, a voter must have either voted for a majority of that party's nominees in the last general election or must intend to vote for a majority of the party's nominees in the upcoming general election. But this is unenforceable due to secret ballot.
Indiana maintains an online, in-person, and by-mail voter registration system. However, it does not provide for automatic voter registration. For independents, Indiana holds a semi-open primary system. Practically speaking, it operates like an open primary system, allowing voters to choose which ballot they would like. Voters must be registered no later than 29 days before the election. There is no election day registration. Indiana offers early voting (absentee in person) beginning 28 days before the election. There is no no-excuse absentee by mail voting. Voters must meet specific criteria.
