The primaries in Iowa are functionally open. A voter must be registered with the party, but they can change their registration day-of at the polling location.
Iowa offers in-person, online, and by-mail voter registration. It does not provide an automatic voter registration. Iowa operates a semi-open primary. Voters are required to declare their party affiliation when pulling a primary ballot. However, this declaration can be done on the day of the election. Functionally, this gives everyone the ability to vote in any primary. Voters must be registered at least 15 days before an election, but they can also register to vote on election day. Iowa opens early voting 20 days before an election and allows for no-excuse absentee voting.
