No. Kentucky has closed primaries. A closed primary is a type of primary election in which a voter must affiliate formally with a political party in advance of the election date in order to participate in that party's primary. Independent voters are not allowed to participate in any state with a closed primary system without first registering as a partisan.

Kentucky is not particularly friendly towards independent voters. Kentucky has a closed primary, so independents wishing to participate must register as a partisan. If an independent wishes to change their partisan ID, they must do so by December 31st of the year before the primary. Like many states in the southeast, Kentucky does not have same-day voter registration. You must register at least 29 days ahead of an election. This can be done online, by mail, or in person. Kentucky has limited in-person early voting (six days). While there are no restrictions on who can vote early in-person, to receive an absentee ballot, one must meet certain requirements.
