Minnesota operates an open primary, allowing voters of any partisan alignment to vote in any primary they choose. Minnesota does require voters to be registered at least 21 days before an election. It also allows for election-day registration. Minnesota opens early voting an impressive 46 days before the election while at the same time allowing for no-excuse absentee by-mail voting.
