No. New York has closed primaries. A closed primary is a type of primary election in which a voter must affiliate formally with a political party in advance of the election date in order to participate in that party's primary. Independent voters are not allowed to participate in any state with a closed primary system without first registering as a partisan.
New York offers in-person, by mail, and online voter registration. New York also has automatic voter registration. There is no election day registration; voters must be registered to vote at least ten days before an election. New York has no-excuse absentee-by-mail voting plus nine days of early voting before the election. Unfortunately for independents, New York operates a closed primary system. To vote in a primary, an Independent Voter must change their partisan affiliation no later than 14 February before the primary election in the summer.
