Yes. Ohio has partially open primaries. Some states have partially open primary systems that permit certain voters to participate while excluding others. Independent voters can participate in most of these partially open primary systems.
Ohio's primary system is functionally open. You can choose and and change your party the day of the election; however it still counts as partisan registration.
Ohio offers in-person, by mail, and online voter registration. It does not maintain an automatic voter registration system. Ohio maintains a semi-open primary, allowing voters to choose which primary they wish to vote in. However, they must make that declaration on election day. Voters must be registered to vote at least 30 days before an election, and no election-day registration exists. Early voting opens up 29 days before the election, and no-excuse absentee-by-mail voting is permitted.
