Yes. Rhode Island has primaries open to unaffiliated. With primaries open to unaffiliated, independent (unaffiliated) voters can choose to participate in a party’s primary without having to register with that party. Some states allow this for one or both major parties. Independents can vote in these states but may need to request a party’s ballot.

Rhode Island offers online, in-person, and by-mail voter registration. Rhode Island does not provide election-day voter registration. Voters must be registered at least 30 days before the election. Rhode Island allows for no-excuse absentee by-mail voting and offers early voting starting 20 days before the election. The primary is a semi-open primary. While registered partisans can only vote in their party primary, independent voters can choose which major party primary ballots they want to participate in.
