It depends. South Dakota has partially closed primaries. Some states have partially closed primary systems that permit certain voters to participate while excluding others. Independent voters can participate in only a few of the partially closed systems.
S.D. Codified Laws Ann. § 12–6–26
In South Dakota, the Democrat primary is open to those registered as Independent and No Party Affiliation. The Libertarian primary is open to voters registered as Libertarian, Independent or No Party Affiliation. The Republican primary, however, is closed to non-members.
South Dakota only offers voter registration in person and by mail. There is also no automatic voter registration. Voters must be registered no later than 15 days before the election. There is no election day registration. South Dakota operates a semi-closed primary. Registered partisans are only allowed to vote in their primaries. Independent voters can choose a primary without having to register as a partisan. South Dakota opens up early voting 46 days before the election and allows for no-excuse absentee voting by mail.
