Yes. Vermont has open primaries. In an open primary, any registered voter can participate in any party's primary election, regardless of their own party affiliation. Independent voters can vote in any state with an open primary system without registering as a partisan.
Vermont offers in-person, by mail, and online voter registration. It also has election-day voter registration. Unlike several other states with election day registration, there is no interim period between election day and an arbitrary date to the election where registration is paused. Vermont mails a ballot to its active registered voters and operates a primarily by-mail election system. Functionally, this means that the voter will vote absentee-by-mail by default. Early in-person voting is possible, beginning 45 days before the election. Ballots can be returned by mail or in-person. Finally, Vermont has an open primary system allowing all voters to choose which primary they want to participate in, regardless of political identity.
