Yes. Virginia has open primaries. In an open primary, any registered voter can participate in any party's primary election, regardless of their own party affiliation. Independent voters can vote in any state with an open primary system without registering as a partisan.
Code Section: Va. Code § 24.2–530
Virginia has an open primary system, making it easy for independents to participate. Additionally, Virginia not only has an online voter registration system, it has automatic voter registration. Voters must be registered at least 22 days before a primary or general election, 14 days before a special election, or 7 days before a special election called by the governor. Virginia allows for no-excuse in-person early voting starting 45 days before an election. Virginia also provides for no-excuse absentee by mail voting. Finally, there are permitted drop boxes for voters to drop off mail-in ballots. In short, Virginia may be for lovers, but it's also for independent voters.
