West Virginia offers the convenience of online voter registration. West Virginia has a semi-closed primary system, but it benefits independent voters. If a voter is registered with one of the four recognized parties (Democratic, Libertarian, Mountain, or Republican), they are limited to that party's primary. However, independent voters can choose any primary to participate in. Voters must be registered at least 21 days before an election. West Virginia offers ten days of no-excuse early in-person voting. However for an absentee ballot by mail, certain requirements must be met.
