Yes. Nebraska has open primaries. In an open primary, any registered voter can participate in any party's primary election, regardless of their own party affiliation. Independent voters can vote in any state with an open primary system without registering as a partisan.
Nebraska offers online, in-person, and by-mail voter registration. It does not maintain an automatic voter registration. Nebraska is a unique state when it comes to elections. It has a unicameral state legislature, and the state legislature is mandated nonpartisan. This makes choosing a primary ballot a more complicated affair. A nonpartisan or independent voter can choose to vote only in nonpartisan races (this will eliminate any choice for federal or statewide candidates), but they can also select a second ballot for the four parties recognized (Republican, Democrat, Libertarian, and Legalize Marijuana Now). It is also an open primary so that any partisan affiliation can participate in any primary. Voters must be registered at least 11 days before an election, and no election-day registration exists. Early in-person voting begins 30 days before an election, and there is no-excuse absentee by-mail voting.
